After the terror attacks in Paris, there has been a global conversation about how to best combat the self-proclaimed Islamic State.

One potential solution? Go after a major source of cash flow – oil.

Michael Webber, deputy director of the Energy Institute at the University of Texas at Austin, says it’s a complex idea and it’s not obvious how to go about this.
