Lt. Gov. Dan Patrick left a place open for one of his big priorities this legislative session – what he calls school choice, and what detractors describe as vouchers.

But now that we’re getting a good look at the details, those descriptions don’t quite seem to capture what amounts to a new Texas two-step when it comes to a long using public money for private education. KUT Austin’s Kate McGee takes it apart.
