If you drive through Houston today, it would take a keen eye to see the lingering effects of Hurricane Harvey – a watermark along a fence, a large pothole at an intersection, construction crews doing home renovations. But for one federal agency and the surrounding community, Harvey’s dangers are still ever-present.
