Did A Backdated Rule Change Make The Ukraine Whistleblower Complaint Possible?

Congressman Louie Gohmert, a Republican from Tyler, says the inspector general for the intelligence community changed the rules for whistleblower complaints so that “damage could be done” to President Donald Trump.

Is that a fact? Madlin Mekelburg of the PolitiFact Texas fact-checking team has the answer.

Gohmert made the claim in an op-ed he wrote for the conservative news website the Daily Caller, responding to the whistleblower complaint that led to the impeachment inquiry into Trump’s dealings with Ukraine. Gohmert wrote that the inspector general’s rule change allowed for such a complaint that otherwise would not have been permitted, and that the rule change was backdated to allow for the investigation of that complaint.
