Residents in the Kingwood area in Houston are taking legal action after they flooded twice in 2019 -– once in May, then again in September during Tropical Storm Imelda.
They say it’s because the developers of a new residential project violated state law by causing more runoff. But the developers say that storms this year were just more intense.
The lawsuit raises questions about how the expanding Houston area is grappling with new development in a changing climate.
